The honorary chairs of the George Bush Statue Project were Houstonians who have served at the federal cabinet level: James A. Baker III, secretary of state; Charles Duncan, energy secretary; Lloyd Bentsen, treasury secretary; Robert Mosbacher, commerce secretary; Hushang Ansary, minister in the Iranian government; and Mayor Lee Brown, director of the Office of National Drug Control Policy.

The project was spearheaded by a Coordinating Committee that was co-chaired by Charles Foster of the law firm of Tindall & Foster and David B. Jones of the Dini Partners. Also serving on the Committee were:
